Agricultural Lands Issues

Bulgarian legislation provides that development is the siting and construction of buildings, structures, networks and facilities on land. Development is allowed only if it is provided for by a detailed development plan in force and after a change of land use, where this is required by a special law. Without changing the designation, construction in agricultural areas of objects whose functions are compatible with the purpose of the property is allowed, subject to the current regulations and on the basis of a detailed development plan or a design vision issued by the chief architect of the municipality.

Therefore, any structure not in accordance with the agricultural use of the land cannot be constructed on agricultural land unless the status of the land is first changed. In order to implement a construction project on such land, a change of use procedure under the Agricultural Land Protection Act must be carried out.
